&lt;P&gt;&lt;SPAN style="FONT-FAMILY: Arial; COLOR: black; FONT-SIZE: 10pt"&gt;And after debating House Majority Leader Steny Hoyer on the chamber floor, Minority Whip Eric Cantor emerged convinced that Democrats are going to use the tactic, and that they won’t allow Republicans, and the public, to see the text of any legislation for 72 hours before a vote.&lt;o:p&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P&gt;&lt;SPAN style="FONT-FAMILY: Arial; COLOR: black; FONT-SIZE: 10pt"&gt;“I can infer that we’re going to see a rule that will deem the Senate bill as having passed, and at the same time not even have 72 hours to even look at what they are passing,” Cantor, a Virginia Republican, said in an interview outside his office at the Capitol.&lt;o:p&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P&gt;&lt;SPAN style="FONT-FAMILY: Arial; COLOR: black; FONT-SIZE: 10pt"&gt;“The outrage to me on the part of the public is going to be focused on the fact that there is not even an up or down vote, a clean up or down vote,” Cantor said.&lt;o:p&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P&gt;&lt;SPAN style="FONT-FAMILY: Arial; COLOR: black; FONT-SIZE: 10pt"&gt;Here’s the reason Democrats are using such a complicated procedure: many in the House completely do not trust the Senate to pass fixes to the bill passed by the Senate in December. But according to the rules of reconciliation, the House must go first in passing the Senate bill and passing a reconciliation fix.&lt;o:p&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P&gt;&lt;SPAN style="FONT-FAMILY: Arial; COLOR: black; FONT-SIZE: 10pt"&gt;So House Democrats have been searching for a way to alleviate members’ concerns that if they vote for the Senate bill and the Senate does nothing to fix it, they will be hung out to dry as having supported a piece of legislation that many across the country dislike, either for spending reasons, or because of special provisions like the extra money for Nebraska’s Medicaid population (the “Cornhusker kickback”).&lt;o:p&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P&gt;&lt;SPAN style="FONT-FAMILY: Arial; COLOR: black; FONT-SIZE: 10pt"&gt;Technically, using the “Slaughter solution,” they’ll never have voted for the bill they find odious, even if their vote on the reconciliation legislation will have been the vote that passed the Senate bill into law.&lt;o:p&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P&gt;&lt;SPAN style="FONT-FAMILY: Arial; COLOR: black; FONT-SIZE: 10pt"&gt;House Speaker Nancy Pelosi, California Democrat, alluded to all this at her weekly press conference Friday.&lt;o:p&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P&gt;&lt;SPAN style="FONT-FAMILY: Arial; COLOR: black; FONT-SIZE: 10pt"&gt;“There are certain assurances that they want and that we will get for them before I ask them to take a vote,” Pelosi said.&lt;o:p&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P&gt;&lt;SPAN style="FONT-FAMILY: Arial; COLOR: black; FONT-SIZE: 10pt"&gt;The “Slaughter solution” is named for House Rules Committee Chairman Louise Slaughter, the New York Democrat who came up with the idea. She told the Daily Caller on Thursday that the chances of her procedure being used were “pretty good.”&lt;o:p&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P&gt;&lt;SPAN style="FONT-FAMILY: Arial; COLOR: black; FONT-SIZE: 10pt"&gt;Despite doubt among some on Capitol Hill on whether the “Slaughter solution” was feasible, Cantor expressed no doubt that the tactic could be used.&lt;o:p&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P&gt;&lt;SPAN style="FONT-FAMILY: Arial; COLOR: black; FONT-SIZE: 10pt"&gt;“It’s a self-executing rule. It is akin to passage but hidden in a rule as a side-note, passing the 2,700-page, $1 trillion bill, oh by the way,” he said.&lt;o:p&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;

We understand that as well. The fact of the matter is you cannot say you have had no notice of each and every provision for over two months,” said Hoyer, a Maryland Democrat.&lt;o:p&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;

&lt;P&gt;Marlene Connolly is a 73-year-old Massachusetts Democrat who cast her first vote for a Republican in supporting Scott Brown. Her quote and story comes to us via the New York Times, but she stands out for this reason: She shows us that those who actually cast ballots in the Bay State did so because they are frustrated with the administration's unrestrained federal spending and failed economic recovery policies. &lt;/P&gt;

&lt;P&gt;And here's what Washington needs to keep in mind as it debates the meaning of Massachusetts. Ramming health care through now won't insulate Democrats from voter ire in November. It will feed a fire over spending that is already blistering them.&lt;/P&gt;&lt;/DIV&gt;&lt;/DIV&gt;&lt;/DIV&gt;&lt;/DIV&gt;&lt;/DIV&gt;&lt;/DIV&gt;
&lt;P&gt;But don't take my word for it. Consider that the administration is now busy scrambling to find a way to dodge responsibility for its own reckless fiscal record. That much was on display recently when David Axelrod, a political strategist for the president, penned an opinion piece in the Washington Post that took aim directly at me.&lt;/P&gt;&lt;A name=U10423383004DZH&gt;&lt;/A&gt;
&lt;P&gt;Mr. Axelrod wrote that no one is entitled to his own facts, even as he argued that George W. Bush is responsible for Barack Obama's deficits. He argued that Mr. Bush forced the hand of this administration by leaving office in the midst of a sharp recession.&lt;/P&gt;&lt;A name=U10423383004H7C&gt;&lt;/A&gt;
&lt;P&gt;That argument won't fly for two reasons. First, at some point this administration has to take responsibility for itself. It's also not even close to accurate. Consider that from Jan. 20, 2001, to Jan. 20, 2009, the debt held by the public grew $3 trillion under Mr. Bush—to $6.3 trillion from $3.3 trillion at a time when the national economy grew as well.&lt;/P&gt;

&lt;H3 class=first&gt;&lt;FONT size=2&gt;By comparison, from the day Mr. Obama took office last year to the end of the current fiscal year, according to the Office of Management and Budget, the debt held by the public will grow by $3.3 trillion. In 20 months, Mr. Obama will add as much debt as Mr. Bush ran up in eight years.&lt;/FONT&gt;&lt;/H3&gt;&lt;/DIV&gt;&lt;/DIV&gt;
&lt;P&gt;Mr. Obama's spending plan approved by Congress last February calls for doubling the national debt in five years and nearly tripling it in 10.&lt;/P&gt;
&lt;P&gt;Mr. Bush's deficits ran an average of 3.2% of GDP, slightly above the post World War II average of 2.7%. Mr. Obama's plan calls for deficits that will average 4.2% over the next decade. &lt;/P&gt;&lt;A name=U104233830041WC&gt;&lt;/A&gt;
&lt;P&gt;Team Obama has been on history's biggest spending spree, which has included a $787 billion stimulus, a $30 billion expansion of a child health-care program, and a $410 billion federal spending bill that increased nondefense discretionary spending 10% for the last half of fiscal year 2009. Mr. Obama also hiked nondefense discretionary spending another 12% for fiscal year 2010. &lt;/P&gt;
&lt;P&gt;Mr. Bush did move to give voters more control over their tax dollars. Both his Social Security reform ideas and the drug program he created offered templates for driving federal spending curves in the right direction, counter to what Democrats wanted to do. &lt;/P&gt;&lt;A name=U10423383004UZE&gt;&lt;/A&gt;
&lt;P&gt;Democrats, for example, proposed creating a prescription drug program as an alternative to the one Mr. Bush proposed that would have cost a projected $800 billion over 10 years. The Bush drug benefit was originally expected to cost half that amount and today costs a third less than what it was initially expected to cost because it uses market forces to drive prices down.&lt;/P&gt;&lt;A name=U1042338300480C&gt;&lt;/A&gt;
&lt;P&gt;Mr. Axelrod claims the pork-laden stimulus package has been a success. But Mr. Obama told Americans that if it were passed, unemployment wouldn't rise above 8%. It is now 10%. The president also said it would create 3.7 million jobs, 90% of which would be in the private sector. By Mr. Obama's standards, the stimulus failed miserably. &lt;/P&gt;
&lt;P&gt;Mr. Bush did sign the Troubled Asset Relief Program (TARP) into law and loaned $240 billion to banks. But those loans are being returned at a profit to the Treasury. Rather than using those funds to pay down the deficit, Mr. Obama wants to use them for new spending. What's more, he has lavished some $320 billion from TARP on car companies, union allies, and pet causes that will never be fully returned.&lt;/P&gt;
&lt;P&gt;Mr. Axelrod boasts Mr. Obama's proposed health reforms will "not add to the federal deficit." But if that turns out to be true, it will only be because Massachusetts voters just elected a senator who promises to vote against those reforms. &lt;/P&gt;
&lt;P&gt;In going after Mr. Bush's fiscal record, Mr. Axelrod unwittingly revealed why Democrats are losing. Mr. Obama and congressional Democrats have made a mess of the nation's finances and are desperate to pin the blame on someone else. It's not likely to work.&lt;/P&gt;
&lt;P&gt;Even in deep blue Massachusetts, voters aren't standing idly by while the administration puts the nation on a dangerous trajectory. &lt;P&gt;Some years ago when I worked at the libertarian Cato Institute, we used to label any new hire who had not yet read "Atlas Shrugged" a "virgin." Being conversant in Ayn Rand's classic novel about the economic carnage caused by big government run amok was practically a job requirement. If only "Atlas" were required reading for every member of Congress and political appointee in the Obama administration. I'm confident that we'd get out of the current financial mess a lot faster.&lt;/P&gt;

&lt;P&gt;Many of us who know Rand's work have noticed that with each passing week, and with each successive bailout plan and economic-stimulus scheme out of Washington, our current politicians are committing the very acts of economic lunacy that "Atlas Shrugged" parodied in 1957, when this 1,000-page novel was first published and became an instant hit.&lt;/P&gt;
&lt;P&gt;Rand, who had come to America from Soviet Russia with striking insights into totalitarianism and the destructiveness of socialism, was already a celebrity. The left, naturally, hated her. But as recently as 1991, a survey by the Library of Congress and the Book of the Month Club found that readers rated "Atlas" as the second-most influential book in their lives, behind only the Bible.&lt;/P&gt;
&lt;P&gt;For the uninitiated, the moral of the story is simply this: Politicians invariably respond to crises -- that in most cases they themselves created -- by spawning new government programs, laws and regulations. These, in turn, generate more havoc and poverty, which inspires the politicians to create more programs . . . and the downward spiral repeats itself until the productive sectors of the economy collapse under the collective weight of taxes and other burdens imposed in the name of fairness, equality and do-goodism.&lt;/P&gt;
&lt;P&gt;In the book, these relentless wealth redistributionists and their programs are disparaged as "the looters and their laws." Every new act of government futility and stupidity carries with it a benevolent-sounding title. These include the "Anti-Greed Act" to redistribute income (sounds like Charlie Rangel's promises soak-the-rich tax bill) and the "Equalization of Opportunity Act" to prevent people from starting more than one business (to give other people a chance). My personal favorite, the "Anti Dog-Eat-Dog Act," aims to restrict cut-throat competition between firms and thus slow the wave of business bankruptcies. Why didn't Hank Paulson think of that?&lt;/P&gt;
&lt;P&gt;These acts and edicts sound farcical, yes, but no more so than the actual events in Washington, circa 2008. We already have been served up the $700 billion "Emergency Economic Stabilization Act" and the "Auto Industry Financing and Restructuring Act." Now that Barack Obama is in town, he will soon sign into law with great urgency the "American Recovery and Reinvestment Plan." This latest Hail Mary pass will increase the federal budget (which has already expanded by $1.5 trillion in eight years under George Bush) by an additional $1 trillion -- in roughly his first 100 days in office.&lt;/P&gt;
&lt;P&gt;The current economic strategy is right out of "Atlas Shrugged": The more incompetent you are in business, the more handouts the politicians will bestow on you. That's the justification for the $2 trillion of subsidies doled out already to keep afloat distressed insurance companies, banks, Wall Street investment houses, and auto companies -- while standing next in line for their share of the booty are real-estate developers, the steel industry, chemical companies, airlines, ethanol producers, construction firms and even catfish farmers. With each successive bailout to "calm the markets," another trillion of national wealth is subsequently lost. Yet, as "Atlas" grimly foretold, we now treat the incompetent who wreck their companies as victims, while those resourceful business owners who manage to make a profit are portrayed as recipients of illegitimate "windfalls."&lt;/P&gt;
&lt;P&gt;When Rand was writing in the 1950s, one of the pillars of American industrial might was the railroads. In her novel the railroad owner, Dagny Taggart, an enterprising industrialist, has a FedEx-like vision for expansion and first-rate service by rail. But she is continuously badgered, cajoled, taxed, ruled and regulated -- always in the public interest -- into bankruptcy. Sound far-fetched? On the day I sat down to write this ode to "Atlas," a Wall Street Journal headline blared: "Rail Shippers Ask Congress to Regulate Freight Prices."&lt;/P&gt;
&lt;P&gt;In one chapter of the book, an entrepreneur invents a new miracle metal -- stronger but lighter than steel. The government immediately appropriates the invention in "the public good." The politicians demand that the metal inventor come to Washington and sign over ownership of his invention or lose everything.&lt;/P&gt;
&lt;P&gt;The scene is eerily similar to an event late last year when six bank presidents were summoned by Treasury Secretary Hank Paulson to Washington, and then shuttled into a conference room and told, in effect, that they could not leave until they collectively signed a document handing over percentages of their future profits to the government. The Treasury folks insisted that this shakedown, too, was all in "the public interest."&lt;/P&gt;
&lt;P&gt;Ultimately, "Atlas Shrugged" is a celebration of the entrepreneur, the risk taker and the cultivator of wealth through human intellect. Critics dismissed the novel as simple-minded, and even some of Rand's political admirers complained that she lacked compassion. Yet one pertinent warning resounds throughout the book: When profits and wealth and creativity are denigrated in society, they start to disappear -- leaving everyone the poorer.&lt;/P&gt;
&lt;P&gt;One memorable moment in "Atlas" occurs near the very end, when the economy has been rendered comatose by all the great economic minds in Washington. Finally, and out of desperation, the politicians come to the heroic businessman John Galt (who has resisted their assault on capitalism) and beg him to help them get the economy back on track. The discussion sounds much like what would happen today:&lt;/P&gt;
&lt;P&gt;Galt: "You want me to be Economic Dictator?"&lt;/P&gt;
&lt;P&gt;Mr. Thompson: &lt;EM&gt;"Yes!"&lt;/EM&gt;&lt;/P&gt;
&lt;P&gt;"And you'll obey any order I give?"&lt;/P&gt;
&lt;P&gt;&lt;EM&gt;"Implicitly!"&lt;/EM&gt;&lt;/P&gt;
&lt;P&gt;"Then start by abolishing all income taxes."&lt;/P&gt;
&lt;P&gt;&lt;EM&gt;"Oh no!"&lt;/EM&gt; screamed Mr. Thompson, leaping to his feet. &lt;EM&gt;"We couldn't do that . . . How would we pay government employees?"&lt;/EM&gt;&lt;/P&gt;
&lt;P&gt;"Fire your government employees."&lt;/P&gt;
&lt;P&gt;"&lt;EM&gt;Oh, no!"&lt;/EM&gt;&lt;/P&gt;
&lt;P&gt;Abolishing the income tax. Now &lt;EM&gt;that&lt;/EM&gt; really would be a genuine economic stimulus. But Mr. Obama and the Democrats in Washington want to do the opposite: to &lt;EM&gt;raise&lt;/EM&gt; the income tax "for purposes of fairness" as Barack Obama puts it.&lt;/P&gt;
&lt;P&gt;David Kelley, the president of the Atlas Society, which is dedicated to promoting Rand's ideas, explains that "the older the book gets, the more timely its message." He tells me that there are plans to make "Atlas Shrugged" into a major motion picture -- it is the only classic novel of recent decades that was never made into a movie. "We don't need to make a movie out of the book," Mr. Kelley jokes. "We are living it right now."&lt;/P&gt;

&lt;P style="MARGIN: 0in 0in 0pt" class=MsoNormal&gt;&lt;SPAN style="FONT-FAMILY: Verdana; FONT-SIZE: 9pt"&gt;&lt;o:p&gt;&lt;FONT size=2&gt;&amp;nbsp;&lt;/FONT&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P style="MARGIN: 0in 0in 0pt" class=MsoNormal&gt;&lt;SPAN style="FONT-FAMILY: Verdana; FONT-SIZE: 9pt"&gt;&lt;FONT size=2&gt;But those scientists who are equally passionate about man’s influence on global warming argue that their science is solid. &lt;o:p&gt;&lt;/o:p&gt;&lt;/FONT&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P style="MARGIN: 0in 0in 0pt" class=MsoNormal&gt;&lt;SPAN style="FONT-FAMILY: Verdana; FONT-SIZE: 9pt"&gt;&lt;o:p&gt;&lt;FONT size=2&gt;&amp;nbsp;&lt;/FONT&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P style="MARGIN: 0in 0in 0pt" class=MsoNormal&gt;&lt;SPAN style="FONT-FAMILY: Verdana; FONT-SIZE: 9pt"&gt;&lt;FONT size=2&gt;The UK Met Office’s Hadley Centre, responsible for future climate predictions, says it incorporates solar variation and ocean cycles into its climate models, and that they are nothing new. &lt;o:p&gt;&lt;/o:p&gt;&lt;/FONT&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P style="MARGIN: 0in 0in 0pt" class=MsoNormal&gt;&lt;SPAN style="FONT-FAMILY: Verdana; FONT-SIZE: 9pt"&gt;&lt;o:p&gt;&lt;FONT size=2&gt;&amp;nbsp;&lt;/FONT&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P style="MARGIN: 0in 0in 0pt" class=MsoNormal&gt;&lt;SPAN style="FONT-FAMILY: Verdana; FONT-SIZE: 9pt"&gt;&lt;FONT size=2&gt;In fact, the centre says they are just two of the whole host of known factors that influence global temperatures – all of which are accounted for by its models. &lt;o:p&gt;&lt;/o:p&gt;&lt;/FONT&gt;&lt;/SPAN&gt;&lt;/P&gt;

&lt;P style="MARGIN: 0in 0in 0pt" class=MsoNormal&gt;&lt;SPAN style="FONT-FAMILY: Verdana; FONT-SIZE: 9pt"&gt;&lt;FONT size=2&gt;In addition, say Met Office scientists, temperatures have never increased in a straight line, and there will always be periods of slower warming, or even temporary cooling. &lt;o:p&gt;&lt;/o:p&gt;&lt;/FONT&gt;&lt;/SPAN&gt;&lt;/P&gt;

&lt;P style="MARGIN: 0in 0in 0pt" class=MsoNormal&gt;&lt;SPAN style="FONT-FAMILY: Verdana; FONT-SIZE: 9pt"&gt;&lt;FONT size=2&gt;To confuse the issue even further, last month Mojib Latif, a member of the IPCC (Intergovernmental Panel on Climate Change) says that we may indeed be in a period of cooling worldwide temperatures that could last another 10-20 years. &lt;o:p&gt;&lt;/o:p&gt;&lt;/FONT&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P style="MARGIN: 0in 0in 0pt" class=MsoNormal&gt;&lt;SPAN style="FONT-FAMILY: Verdana; FONT-SIZE: 9pt"&gt;&lt;o:p&gt;&lt;FONT size=2&gt;&amp;nbsp;&lt;/FONT&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;

&lt;P style="MARGIN: 0in 0in 0pt" class=MsoNormal&gt;&lt;SPAN style="FONT-FAMILY: Verdana; FONT-SIZE: 9pt"&gt;&lt;FONT size=2&gt;But he makes it clear that he has not become a skeptic; he believes that this cooling will be temporary, before the overwhelming force of man-made global warming reasserts itself. &lt;o:p&gt;&lt;/o:p&gt;&lt;/FONT&gt;&lt;/SPAN&gt;&lt;/P&gt;

&lt;P style="MARGIN: 0in 0in 0pt" class=MsoNormal&gt;&lt;SPAN style="FONT-FAMILY: Verdana; FONT-SIZE: 9pt"&gt;&lt;FONT size=2&gt;Both sides have very different forecasts. The Met Office says that warming is set to resume quickly and strongly. &lt;o:p&gt;&lt;/o:p&gt;&lt;/FONT&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P style="MARGIN: 0in 0in 0pt" class=MsoNormal&gt;&lt;SPAN style="FONT-FAMILY: Verdana; FONT-SIZE: 9pt"&gt;&lt;o:p&gt;&lt;FONT size=2&gt;&amp;nbsp;&lt;/FONT&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P style="MARGIN: 0in 0in 0pt" class=MsoNormal&gt;&lt;SPAN style="FONT-FAMILY: Verdana; FONT-SIZE: 9pt"&gt;&lt;FONT size=2&gt;It predicts that from 2010 to 2015 at least half the years will be hotter than the current hottest year on record (1998). &lt;o:p&gt;&lt;/o:p&gt;&lt;/FONT&gt;&lt;/SPAN&gt;&lt;/P&gt;

They insist it is unlikely that temperatures will reach the dizzy heights of 1998 until 2030 at the earliest. &lt;P style="MARGIN: 0in 0in 0pt" class=MsoNormal&gt;&lt;SPAN style="FONT-FAMILY: Verdana; FONT-SIZE: 9pt"&gt;&lt;o:p&gt;&lt;FONT size=2&gt;&amp;nbsp;&lt;/FONT&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P style="MARGIN: 0in 0in 0pt" class=MsoNormal&gt;&lt;SPAN style="FONT-FAMILY: Verdana; FONT-SIZE: 9pt"&gt;&lt;FONT size=2&gt;In fact, even though they have figured in the sun and oceans as factors all along, they are disproved by this indisputable fact:&lt;o:p&gt;&lt;/o:p&gt;&lt;/FONT&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P style="MARGIN: 0in 0in 0pt" class=MsoNormal&gt;&lt;SPAN style="FONT-FAMILY: Verdana; FONT-SIZE: 9pt"&gt;&lt;o:p&gt;&lt;FONT size=2&gt;&amp;nbsp;&lt;/FONT&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P style="MARGIN: 0in 0in 0pt" class=MsoNormal&gt;&lt;SPAN style="FONT-FAMILY: Verdana; FONT-SIZE: 9pt"&gt;&lt;FONT size=2&gt;For the last 11 years we have not observed any increase in global temperatures. And our climate models did not forecast it, even though man-made carbon dioxide, the gas thought to be responsible for warming our planet, has continued to rise. &lt;o:p&gt;&lt;/o:p&gt;&lt;/FONT&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P style="MARGIN: 0in 0in 0pt" class=MsoNormal&gt;&lt;SPAN style="FONT-FAMILY: Verdana; FONT-SIZE: 9pt"&gt;&lt;o:p&gt;&lt;FONT size=2&gt;&amp;nbsp;&lt;/FONT&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;

He has also bankrolled groups involved in the manipulation of elections, an activity that has increased since his money came into the picture. Two groups — Americans Coming Together and the Association of Community Organizations for Reform Now — were sanctioned recently by the Federal Election Commission for fraud.&lt;BR&gt;&lt;BR&gt;Soros pledged $10 million to ACT, which has since been fined $775,000 for illegally funneling $70 million set aside for voter registrations to Democratic candidates.&lt;BR&gt;He also gave at least $150,000 to ACORN, the left-wing group best known for pushing minimum-wage hikes, marching for illegal-immigrant amnesty and harassing Wal-Mart. Both means have challenges, however working from an electronic list from the get go is key to a successful follow up program.&lt;BR&gt;&lt;BR&gt;Once VR cards/membership card responses are entered they can be put into phone lists for OCC workers. Calls should be made within 3-5 days of the contact being made on the street. It has been suggested that each OCC worker should have an electronic list of new registers/members in front of them. This means a computer on every desk of an OCC worker, along with a phone line. As callers make calls they record answers, and suspicious activity, directly into the data. In this way it is easier to generate “yes” lists or appointments for organizers. Also when using a data base, depending on the size of the list, we may want to do mailings, or email blasts.
